Ciudad Juarez, on the Mexico-U.S. border, has recorded hundreds of murders of women over the past decade, at least 370 by the film's count, with 137 involving rape. Journalist Sandra Jordan reports from the city, interviewing families who describe the pattern: young women vanish, then turn up dead, mutilated, dumped on the outskirts. Sixteen-year-old Lilia Alejandra Garcia is one case the film follows in detail, gang-raped and tortured before her body was found a week after she disappeared. Journalist Diana Washington Valdez, who has investigated the killings for five years, argues that some of the murders amount to organized 'blood sport' carried out by well-connected men who are protected rather than prosecuted, with evidence ignored and innocent suspects framed in their place. The film sets these accusations against a justice system that keeps failing to close cases, and against activists and mothers who keep pressing for answers anyway. The killings, as the film shows them, have not stopped.
