Brazil's preparations for the 2014 World Cup carry a cost the tournament's spectacle is built to hide. In Rio de Janeiro, host of the final, roughly 200,000 people face forced eviction to clear land for World Cup construction, a process Amnesty International says skipped proper consultation and compensation. The film travels north to Fortaleza, set to host six matches and ranked the fifth most unequal city in the world, where 7% of residents control a quarter of the wealth. The state of Ceara spends over 110 million euros rebuilding the Castelao stadium, more than it invested in public schools over the previous four years, while two organizations serving vulnerable children in the city shut down for lack of funding. Fortaleza's murder rate of 73 per 100,000 makes it, by the film's account, the most dangerous city ever to host a World Cup match. FIFA, Brazil's Ministry of Sports, and city officials in Rio and Fortaleza decline to comment, leaving the statistics and the evictions to speak for themselves.
