Claudius rules Rome as a capable emperor despite years of mockery over his stutter and limp, expanding the empire and reforming its laws, until his niece and wife Agrippina poisons him to put her son Nero on the throne. The film follows Nero from a reign guided by his mother and the philosopher Seneca to one he seizes for himself, arranging Agrippina's murder when her control becomes intolerable. Beyond the palace, Rome loses ground on two fronts: in Britain the tribal queen Boudicca burns Roman towns and kills thousands before her rebellion is crushed, and in Judaea decades of oppression ignite a revolt that takes years to suppress. A fire destroys much of Rome itself, and rumors that Nero performed while the city burned turn public opinion against him, prompting him to blame and brutally execute the city's small Christian population, some thrown to lions, others crucified. Seneca's fall from favor and Nero's final purge close out the episode, ending with the emperor declared a public enemy and dead by his own hand.
