VICE spends a week with Sunni militia commander Ziad Allouki and his fighters, who have become the city's real authority now that the Lebanese state has effectively stopped enforcing law there. The film catches celebratory gunfire during Eid al-Adha as locals mark the return of an exiled commander, though the mood stays muted because money is scarce and everyone expects the next round of clashes. Interviews with Allouki and his combatants lay out why they fight and how directly the war across the border in Syria is feeding it, with each side treating the other's street as enemy territory.
