Portland, Oregon becomes the test case for the decades-old fight over water fluoridation. Guy Wagner, who produced, directed, shot, and edited the film, follows scientists, health professionals, and activists as they argue that the city's mayor and two of its four City Council members, none facing reelection, pushed fluoridation through under pressure from interests working behind the scenes for a year or more. Much of the footage comes from the Fluoride Action Network's Citizens' Conference in July 2010, where researchers and campaigners lay out the case against adding fluoride to municipal water, from health risks to questions about informed consent and local democracy. The film treats Portland's decision as a symptom of a larger pattern: unelected pressure shaping public health policy without the public's say. It premiered at Portland's City Hall in September 2012, putting the finished argument back in the building where the vote was cast. The tone is advocacy rather than balanced debate, built to make the case against fluoridation.
