Inside the Correctional Institution for Women in Mandaluyong City, correction officers patrol a compound so large it functions like its own small city, with shops, workshops, and areas where inmates handle scissors and knives under supervision. The officers carry no weapons, so control depends entirely on routine: headcounts run five times a day to confirm that none of the more than a thousand PDLs (persons deprived of liberty) has gone missing, a bigger risk during daytime hours when far fewer inmates are locked in their cells. The maximum-security wing holds the prison's most dangerous women, and the film follows the guards who work that block alongside inmates who describe their crimes and their days inside. Because the facility borders a residential neighborhood separated only by a wall, male officers stand guard on the perimeter itself.
