New Bilibid Prison outside Manila houses Camp Sampaguita, one of the most overcrowded lockups in the Philippines. Built for fifteen hundred men, it now holds more than eight thousand, with up to ninety inmates packed into twenty-five square meter cells, half of them sleeping on concrete floors. Two guards cover each wing of over two thousand prisoners, and headcounts happen four times a day just to keep track of who is still there. Rule-breakers go to Bartolina, an isolation block with no fixed maximum stay. The film follows Rondell, thirty-five, newly arrived after an attempted murder conviction stemming from a jealous rage that ended a life with no prior gangs or drugs. As the newest inmate he lands at the bottom of the hierarchy, hauling a hundred liters of water daily and pulling night watch while sharing space with gang members and hardened criminals. Cameras and interviews inside the wings show the daily grind of overcrowding and hygiene failures, while Rondell's thoughts stay fixed on the children he hasn't held in two years.
