Personal data has become a business asset long before most people realize it, and this film follows the companies that collect, package, and sell it. It tracks the data brokers who build profiles on ordinary consumers, then turns to government use of the same tools: the FBI, the Border Patrol, local police departments, and schools deploying biometric technology such as fingerprint and facial scans to establish identity. One sequence goes inside an AOL division created specifically to handle law enforcement requests for information about AOL members, showing the routine machinery behind what looks, from outside, like a rare and dramatic subpoena. The film moves between corporate offices and government facilities to show how commercial data collection and law enforcement surveillance feed each other, with each sector able to point to the other when explaining why the information exists in the first place. There is no single villain here, just a system where biometric databases, browsing histories, and membership records keep changing hands, and where the people being tracked rarely know it is happening.
