In the small Bulgarian village of Mogilino, the Social Care Home is the only real employer, and the 75 children living inside it are mostly disabled, abandoned, and forgotten by the state that funds the place. Filmmaker Kate Blewett spends months inside the institution with a handheld camera, recording what the staff consider normal: children tied into cots for years, left without speech therapy or stimulation, fed in silence. Some of the children, like a boy who communicates only through sounds and gestures, have never been outside the building's walls. Nurses and caretakers, many of them kind but overwhelmed and untrained, explain a system that treats custodial care as the ceiling of what these children deserve rather than a floor. There is no narration pushing an argument; the camera simply stays in the rooms long enough for the routine to become visible as neglect. The film's broadcast triggered government inspections and public outrage in Bulgaria, and the footage of children rocking alone in bare rooms is the reason it still circulates.
