British Columbia's marijuana industry is worth a reported six billion dollars, and VICE Canada heads west to find out who actually controls it. The trip comes at a pressure point: Washington and Colorado have just legalized recreational weed across the border, Canada's Conservative government has pushed through an omnibus crime bill with mandatory minimums for growers, and new federal rules are overhauling medical marijuana licensing. The film puts activists pushing for legalization next to small growers tending a few plants and large-scale operators running commercial grow-ops, then crosses over to the other side of the law, talking with traffickers moving product illegally and the police tasked with stopping them. No single interview is treated as the final word; the film lets contradictory interests, activist optimism, grower anxiety, cop skepticism, sit next to each other unresolved. The result is less an argument for or against legalization than a snapshot of an industry mid-identity-crisis, caught between a booming underground economy and laws that have not decided what to do with it.
