Washington State is about to become the second in the country to fully legalize marijuana, and a new class of entrepreneurs is positioning to profit from it. The film follows Michael Blue and Brendan Kennedy, founders of the private equity firm Privateer Holdings, who trade in Ivy League degrees and business suits rather than tie-dye, arguing that cannabis deserves treatment as a professional industry rather than a countercultural symbol. Dr. Kevin Sabet, a former Obama administration drug policy adviser, warns that behind the promise of tax revenue for schools and hospitals, the industry is shaping up to look like a new Big Tobacco. Activist John Davis supplies the historical counterpoint, tracing marijuana's past as a respected crop before prohibition pushed it underground. Representative Patrick Kennedy, drawing on his own addiction to cocaine, opiates, and alcohol, argues against legalization from personal experience. With access to campaigns on both sides, the film sets corporate ambition against public health worry and leaves the outcome, for Seattle and everywhere watching it, still undecided.
