Miami in the late 1970s and 1980s turns into a war zone as cocaine money floods the city faster than anyone can launder it. The film traces how a sleepy resort town became the entry point for most of America's cocaine supply, told largely by the people who ran it: smuggler Mickey Munday, who flew loads in low over the Everglades, and Jon Roberts, a former mob associate who moved product for the Medellin cartel. Griselda Blanco, the Colombian trafficker blamed for ordering dozens of killings, hangs over the story as the era's most feared figure, along with the hit man who worked for her. Homicide detectives and DEA agents describe a murder rate that turned Miami into the country's deadliest city, with bodies left in shopping mall parking lots and speedboats racing federal agents through Biscayne Bay. Archival news footage and crime-scene photos back up the interviews, and the film follows the money into real estate and banking, showing how cocaine profits rebuilt the city's skyline.
