Yorkshire Television built this film around the Franklin Credit Union scandal in Nebraska, where the collapse of a black-owned credit union in 1988 uncovered allegations that its manager, Lawrence King Jr., ran a child prostitution ring that reached into Republican political circles and Boys Town. Interviews with alleged victims, investigators, and journalists lay out claims of children flown to Washington D.C. parties, of a grand jury that dismissed the allegations as a hoax, and of witnesses who died or recanted under pressure before testifying further. The film follows attorney John DeCamp and the private investigators who kept digging after state authorities closed the case. Discovery Channel scheduled the film for broadcast in 1994, then pulled it at the last minute after legal threats, and it has circulated only through bootleg copies and later online uploads since. The result plays as much as a document of institutional silence as an account of the original allegations, following a story official channels tried to make disappear.
