Cape Town has a murder rate that makes it the most dangerous city in Africa, with roughly three thousand killings a year despite its reputation as a beach destination for the wealthy. This film crosses the divide between oceanfront villas and townships where shootings are routine and some neighborhoods have become no-go zones. In Manenberg, fifteen kilometers from the city center, a gang called "The Americans" controls the trade in tik, the local form of crystal meth, while rivals the Dixie Boys run protection rackets, and the two sides fight over territory as police struggle to make arrests stick. Interviews with residents, gang members, and private security operators cover carjackings, which hit over 18,000 South Africans in a single year, and the panic-button services wealthier residents pay for so an armed response team can reach them fast. Witnesses describe refusing to testify out of fear, and prison carries no deterrent for gang members, who gain status from doing time. The result is a portrait of a city split between fortified suburbs and unpoliced streets.
