Water fluoridation in the United States is the target of dentist David Kennedy's film, which argues that government agencies, industry, and trade associations have kept promoting a policy they know causes harm, especially to children. Kennedy, a past president of the International Academy of Oral Medicine and Toxicology, built the film around a Risk Assessment Symposium he organized after requesting the American Dental Association's own supporting literature and comparing it against documents like the 1993 Agency for Toxic Substances and Disease Registry toxicological profile and a National Academy of Sciences report from the same year. On camera, more than a dozen scientists and former regulators make the case, including retired EPA scientist Robert Carton, EPA senior science advisor William Marcus, and toxicologist Boyd Haley, alongside pediatrician Yolanda Whyte and attorney Stephen Kohn of the National Whistleblower Center. The film treats their testimony as evidence of a regulatory failure rather than a settled scientific consensus, and leaves the question of motive open while insisting the harm itself is not in doubt.
