Staff and inmates explain the thinking behind the approach, and Widdecombe meets a former prisoner once described as the most dangerous man in Norway. Drawing on her own experience of the UK system, she questions guards and offenders directly, weighing whether the low reoffending rates Norway reports justify the cost and comfort on display.
