Herberts Cukurs flew into fame as Latvia's most celebrated aviator, then became known as the Hangman of Riga after joining the Nazi occupation and taking part in the murder of some 30,000 Latvian Jews. Two decades later he is living openly in Sao Paulo, Brazil, running a boat rental business, seemingly untouchable. This film follows the Mossad-linked Nazi-hunting operation that tracked him down in South America, using archival photographs, period footage, and interviews to reconstruct how agents built a false business partnership to lure him into a trap.
