Hiding The Homeless

American cities are increasingly writing tickets and making arrests for behavior that only homeless people actually do: sleeping in public, sitting on sidewalks, asking for money. This film tracks the spread of those ordinances and puts faces to the numbers, following people cited or jailed for the basic acts of existing without a home. Advocates and legal experts explain how the laws function less as public-safety measures than as a way to push visible poverty out of downtown business districts, and city officials defend the crackdowns as responses to complaints from residents and merchants. Interviews move between shelters, city council chambers, and the streets where enforcement actually happens, showing citations piling up that homeless people have no way to pay, which can turn into warrants and jail time for nothing more than being poor in public. The film treats the debate as a policy failure with a paper trail: fines nobody can collect, jail stays that cost cities more than housing would, and a problem that enforcement never actually solves.
