Hong Kong's hospitals and schools are buckling under a wave of demand from mainland China. The film follows the strain on maternity wards, where mainland mothers cross the border to give birth so their children gain Hong Kong residency, and on schools, where places are running out for local families. Interviews with parents, healthcare workers, and administrators lay out a system built for a smaller population now absorbing a much larger one. The tension is framed as a byproduct of Hong Kong's special status within China: freedoms and services that draw mainlanders in, and a local population that feels crowded out of both maternity beds and classroom seats. The film stays close to the practical fallout rather than abstract politics, showing overcrowded wards and anxious parents queuing for school admissions as the clearest evidence of a city absorbing more people than its public services were built to handle.
