Fraud, VICE argues here, has become so lucrative that if it were a country it would rank as the world's fifth largest economy, just ahead of the United Kingdom. The film goes looking for the people behind that number: fraudsters who manufacture fake passports and false identities in days, then use them to open bank accounts and talk wealthy marks into handing over thousands of dollars. On camera they walk through the mechanics of the con, forging documents, building a convincing cover story as a successful businessman, and reading which victims will trust a stranger fast enough to get scammed. The film also asks why certain people fall for these schemes more easily than others, pointing to greed and misplaced trust as the levers fraudsters pull hardest. It opens with a disclaimer that the techniques shown are for education, not imitation, though the practical detail on offer makes that line hard to take entirely straight. The result is less a warning than a demonstration of how little it actually takes to disappear into someone else's identity.
