Zimbabwe's Marange diamond fields produce billions of dollars in gems each year, yet almost none of that money reaches the state treasury. Journalist Stanley Kwenda investigates where it goes, starting with community leader Malvern Mudiwa, who describes diamonds arriving as a promised windfall for roads, schools, and jobs that never materialized. Finance minister Tendai Biti confirms the money simply isn't coming to the fiscus, and NGOs suspect it's propping up President Robert Mugabe's ZANU-PF instead. Kwenda then teams up with Ghanaian undercover reporter Anas Aremeyaw Anas, posing as a corrupt Zimbabwean official and his lawyer to test how easily stolen money can be hidden abroad. Their sting takes them to the Seychelles, where corporate service providers offer to set up anonymous shell companies built to disguise ownership and defeat money-laundering rules. The film's case is that this isn't a uniquely African failure: Western banks, offshore jurisdictions, and shell-company registries in Europe and the US supply the getaway vehicles that make looted state assets nearly impossible to trace.
