The G20 Summit brings world leaders to Toronto in June 2010, and with them comes one of the largest security operations in Canadian history: roughly 19,000 police officers and security personnel deployed across the downtown core. Director Dan Dicks, working under his Press For Truth banner, turns his camera on what happens when that force meets the protesters, journalists, and bystanders caught in its path. The film tracks the mass arrests that follow, more than 1,100 people detained in a few days, and the emergency public-works law used to grant police sweeping search powers downtown, a measure critics call martial law in all but name. Dicks interviews activists who were kettled, beaten, or held without charge, and lets footage of the street confrontations argue for itself rather than narrating a verdict. The film's case is that the summit's security response, not the protests it was meant to contain, produced the biggest breach of civil liberties in the country's history.
