At the Metropolitan Remand and Reception Centre, new arrivals are held as high-security risks until classified, so a repeat traffic offender can end up housed alongside violent criminals. At Wellington, staff describe an ongoing battle against smuggled contraband, including items hidden in body cavities, which has led to the installation of a full-body scanner. The film introduces Mohammadali, serving a nine-year sentence at Wellington, and shows a 'lock-in' day at Dillwynia, when cells stay sealed longer than usual for operational reasons. At the Silverwater Mental Health Screening Unit, Service and Program Officer Rebecca and the Justice Health team work with inmates arriving in crisis, trying to stabilize them before release back into the general population. Interviews with staff and prisoners sit alongside footage of daily routines, searches, and lockdowns, building a picture of how the system tries to sort danger from disorder.
