Charles "Lucky" Luciano arrives in New York from Sicily at age nine and rises through the city's underworld to become the architect of modern organized crime. The film traces his climb from street hustler to the man who restructured the Mafia into the Five Families system, replacing the old "Mustache Pete" bosses with a business-like commission designed to keep the peace and keep the money flowing. Archival photographs, period footage, and narration walk through his partnership with Meyer Lansky, the bootlegging fortune of Prohibition, and the 1936 prostitution racket conviction that finally put him behind bars. The story follows him into deportation to Italy, his wartime deal with U.S. Naval Intelligence, and his final years running operations from exile, still shaping American crime from a distance. It is a portrait of a man who treated murder and negotiation as equally useful tools, and who left the underworld more organized, and more durable, than he found it.
