The United States imprisons more people than any other nation, and Salinas Valley State Prison holds some of the worst of them: members of the Aryan Brotherhood, the Mexican Mafia, and other powerful prison gangs, in a maximum-security facility projected to see more than 700 assaults in a single year. VICE News gets rare camera access inside its walls as a warden tries something unusual for an institution built around lockdown and punishment: rehabilitation programs, including meditation, aimed at murderers before they cycle back onto the street. The film sets that experiment against the numbers driving it, a prison population swollen by three-strikes laws and drug sentencing until courts ruled the overcrowding unconstitutional and the cost of it forced states to reconsider who they let out. Interviews and footage from inside Salinas Valley show what daily life looks like under those pressures, and what it takes to try changing a violent institution from within rather than simply managing it.
