More than 40 World War II shipwrecks, many of them mass graves for thousands of sailors, have vanished from the ocean floor in recent decades, stripped by illegal salvage crews for scrap metal. The film follows the reporters, scuba divers, marine archaeologists and even former scrap ironworkers who pieced together how entire warships disappeared without anyone facing justice. An Indonesian investigative journalist walks through the chain of corruption, weak maritime law, and demand for steel that made the Java Sea and other WWII battle sites an easy target for organized plunder. Divers describe returning to sites they had mapped years earlier and finding nothing but a crater in the seabed where a hull used to rest. The film treats the wrecks as what they legally and morally are, war graves, and follows the frustration of researchers and veterans' families trying to get any government to act. It closes without a clean resolution, since most of the culprits were never identified or caught.
