Two Unreported World investigations into pre-trial detention systems that leave people locked up for years without ever seeing a courtroom. In Haiti, reporter Seyi Rhodes gains access to overcrowded prisons where thousands wait indefinitely for a hearing, interviewing inmates and the lawyer trying to force their cases through a paralyzed court system. In Madagascar, Datshiane Navanayagam meets girls held in pre-trial detention for up to two years for offenses as minor as stealing an onion, staying alongside them in the cells and tracing how some parents have been told nothing at all, leaving them to believe their daughters are dead. Both segments combine on-the-ground filming inside the prisons themselves with interviews of inmates, families, and the officials and lawyers who run or challenge the system. The film keeps its focus narrow and procedural: not crime and punishment in the abstract, but the mechanics of a legal process that can hold a child for stealing food longer than a sentence for the theft would ever run.
