This investigation traces how that document was used for decades to move accused priests between parishes rather than report them to police, drawing on interviews with abuse survivors, canon lawyers, and church officials who explain the internal machinery of secrecy. Cases from the United States and Ireland illustrate the pattern: complaints made, priests reassigned, families silenced. The film examines the role of Cardinal Joseph Ratzinger, who headed the Vatican office responsible for enforcing the document before becoming Pope Benedict XVI, and asks how much he knew about cases passing through his department. Legal experts weigh whether the practice amounts to obstruction of justice.
