In 2010, a video of an overweight two-year-old boy smoking cigarettes spread across the internet, showing him twirling a lit cigarette between his fingers like a practiced smoker. The film follows reporters who track down the boy and his family to find out how a toddler ended up addicted to tobacco, and what happened to him after the footage made him briefly infamous. That search opens into a wider look at how cigarette companies reach children in places with little regulation, using interviews with public health workers, government officials, and residents who see nothing unusual about kids smoking young. The film contrasts the outrage the video caused online with the shrug it got locally, where cheap cigarettes and heavy advertising are part of daily life. It is less interested in shaming the family than in tracing the industry and poverty that put a cigarette in a baby's hand in the first place.
