Migrant construction workers building Qatar's World Cup infrastructure describe conditions on the job: confiscated passports, unpaid wages, cramped labor camps, and debts owed to recruitment agents that leave many unable to leave the country. The film examines Qatar's sponsorship system, known as kafala, which ties a worker's legal status to his employer and gives that employer power over whether he can change jobs or exit the country at all. Interviews with laborers from South Asia sit alongside footage of the stadium sites and labor camps where they live, and commentators weigh the human cost against FIFA's decision to award the tournament to Qatar in the first place. The film treats the 2022 World Cup as a case study in what happens when a construction boom this large runs on a workforce with almost no bargaining power, asking whether the tournament should proceed at all under these conditions, and leaves the question open for FIFA and Qatar to answer.
