Thousands of people worldwide now identify as Targeted Individuals, convinced they are being harassed by hidden technology, hearing operator voices in their heads, and tracked by organized stalkers. VICE follows this community starting at a UK gathering called The Bases Project, where members compare notes on what they call voice-to-skull technology and electronic torture. Fiona explains why she keeps moving between cities to stay ahead of whoever she believes is tracking her. Shane presents a CAT scan and dental x-ray he says show a mystery implant, along with magnets he uses to test for it, and a letter from his own GP appears on screen. A clinical psychologist and an open-minded doctor offer competing readings of the same symptoms, and the film brings up the death of Max Spiers, a figure in this world whose passing became part of the community's own lore. The camera stays close and non-judgmental throughout, letting people describe lead-lined clothing and self-diagnosed implants without cutting away to mockery or easy explanation.
