Two decades after the Cold War ended, Europe's armed forces are still adjusting to a world without a clear existential threat to plan around. This film looks at the practical fallout of that shift: as most EU countries have phased out conscription in favor of smaller, professional militaries, they now have to persuade young people to sign up voluntarily instead of simply calling them up. It follows the recruitment problem this creates, from shrinking applicant pools to the harder sell of military service in peacetime economies with plenty of civilian alternatives. Officials and recruiters lay out how armed forces are competing for volunteers against the private sector, and what that competition means for troop numbers and readiness across the continent. The film treats this less as a single country's problem than a shared European one, tying together the end of the draft, changing public attitudes toward service, and the question of whether volunteer forces can actually fill the ranks the old system used to guarantee.
