In 2006, British diver Andrew Miners sets out to build an eco-resort and marine conservation center in West Papua, Indonesia, a stretch of coastline scientists call the most biodiverse marine environment on the planet. The film follows his effort to turn a stretch of remote reef into both a functioning business and a working conservation project, negotiating with local communities, government officials, and the practical realities of building anything in a place with no roads, no reliable power, and few outside visitors. Interviews and footage from the reefs themselves show the resort taking shape alongside the fish surveys, patrols, and local partnerships meant to keep the surrounding waters intact as tourism arrives.
