Saddam Hussein ruled Iraq for over two decades, and this FRONTLINE report tries to get past the caricature of him as a cartoon dictator to explain how he actually thought and operated. Correspondent Hodding Carter builds the portrait from the people who dealt with him directly: former neighbors from his childhood, Iraqi government officials, military commanders who served under him, journalists who covered him, and Middle East analysts who studied his moves. The film sets its account against the 1991 Gulf War, using that crisis as a case study in his instincts for brinkmanship and survival. Interview subjects describe a man shaped early by poverty and violence in his hometown, who later ran Iraq through a mix of calculated fear, patronage, and personal cunning. Rather than treating him as simply evil or simply rational, the film lays out the contradictions his associates witnessed firsthand, intellect alongside brutality, caution alongside recklessness, and lets those accounts stand as the closest thing to an explanation.
