It follows Abu Musab al-Zarqawi from a Jordanian militant into the founder of the group that became ISIS, and shows how Camp Bucca, the American-run prison where former Baathist officers and jihadist prisoners mixed freely, became an unintended training ground and networking hub for the insurgency's future leadership. Interviews with intelligence officials, journalists, and former prisoners lay out the missteps: the disbanding of the Iraqi army, the mishandling of Sunni political grievances, and the failure to anticipate how a vacuum of authority would be filled. The film follows the thread through the Syrian civil war, where chaos gave the group room to seize territory and declare a caliphate. Archival news footage and firsthand accounts build a chronological case that ISIS was not inevitable but the product of specific, traceable choices made by people who did not foresee where they would lead.
