In February 1993, two-year-old James Bulger was led away from a shopping centre in Bootle, Liverpool by two ten-year-old boys, Jon Venables and Robert Thompson. CCTV footage of the toddler being walked out of the Strand shopping centre became one of the defining images of British crime reporting, and this film uses that footage alongside news archive, courtroom material, and interviews to reconstruct the abduction, the two-mile walk across Liverpool during which several adults noticed the boys but did not intervene, and the killing on a railway line in Walton. It covers the trial that saw Venables and Thompson convicted as adults, the naming of two children as murderers, and the public fury that followed, including debate over their eventual release under new identities. The film sits with the discomfort of the case rather than resolving it: two children capable of extreme violence, a community and a justice system unsure how to process that, and a victim whose name became shorthand for a national argument about childhood, punishment, and blame.
