John Pilger and David Munro turn their attention to Third World debt, tracing how loans from First World banks turned into a trap: countries borrow to develop, then find interest charges alone outstrip what they can ever repay. The film argues that this debt burden functions as a continuation of colonial control by financial rather than military means, hence the title. Pilger and Munro interview economists and officials to lay out who set these lending terms and why, and they follow the consequences down to the level of the people living with the results, in towns and villages where debt repayment has reshaped daily economic life. The film keeps returning to a plain arithmetic point: money meant to build roads, hospitals, and industry gets redirected to service loans that grow faster than the economies backing them. It is Pilger's characteristic method, pairing hard financial detail with the human cost on the ground, applied here to the mechanics of Third World debt.
