War Promises argues that the September 11 attacks were staged or allowed by Western intelligence to justify the wars that followed in Afghanistan and Iraq, and it builds that case entirely through interviews with people who worked inside the system it accuses. Christoph Hörstel, a former ARD foreign correspondent, and Giulietto Chiesa, a member of the European Parliament, describe what they call the silence and disinterest of colleagues who won't touch the subject. Annie Machon, a former MI5 officer, talks about false flag operations from an intelligence perspective, while Andreas von Bülow and Jürgen Elsässer draw on their time on Germany's parliamentary committee overseeing the secret services. The film also raises depleted uranium munitions used in NATO campaigns, pointing to Frieder Wagner's earlier film Deadly Dust as evidence that gets ignored rather than debated. Domestic security laws passed after 2001 are presented as the wars' real domestic payoff, tools to suppress dissent rather than protect citizens. The film treats all of this as established fact rather than a contested theory, and offers no dissenting voice to weigh against its witnesses.
