Rosa Monckton, a businesswoman and mother, investigates why families raising disabled children in Britain are so often pushed to breaking point. She talks with David Cameron about caring for his son Ivan, who had epilepsy and cerebral palsy, and asks him how the family coped with the daily demands of his care. The film sets that account against high-profile cases where parents and children were overwhelmed by exhaustion and lack of support, some ending in tragedy. Monckton hears from families who describe fighting for basic services that should be automatic: respite care, equipment, home help, all of it buried under what she calls a labyrinthine bureaucracy. Whitehall initiatives are named and their funding traced, with families and carers testifying that little of the money or the promised services actually reaches them. The film stays close to the people living this daily grind rather than the policy debate above them, building its case from their isolation and fatigue rather than statistics.
