Two dispatches from cities where violence has become routine. In Juárez, cameras follow the front lines of the cartel war that turned the border city into one of the most murderous places on earth, tracing how its position on the US trafficking route feeds turf battles that kill gang members and bystanders alike. The second half moves to São Paulo, where the subject shifts from cartels to the state itself: police units accused of executing young black men from the favelas as a routine method of controlling the poor. Nine victims of that violence, along with their relatives, describe on camera how a shooting or a raid reshaped their families, giving the statistics faces and street addresses. Interviews with residents, officials, and law enforcement sit alongside footage shot in the neighborhoods themselves, checkpoints, morgues, funerals, and cramped houses where survivors explain what happened. Together the two segments make the same argument from opposite directions: in both cities, violence has stopped being an aberration and become policy.
