Political scientist Daniel Goldhagen travels to nine countries to ask why genocide keeps happening and why the world keeps failing to stop it. Goldhagen argues that genocide is not an ancient tribal impulse but a deliberate political choice made by leaders who calculate they can get away with eliminating a population, and he presses his subjects on what made intervention possible in some cases and impossible in others. Archival footage of camps, mass graves, and refugee columns sits alongside present-day testimony from people who lived through the killing. The film's focus is less on documenting horror for its own sake than on tracing the political machinery, propaganda, bureaucratic cover, and international indifference, that lets mass murder proceed unchecked, and asking what would actually have to change to stop it.
