Mental health professionals, historians, and former officials examine Donald Trump's behavior through the lens of the Personnel Reliability Program, the military system used to screen anyone with access to nuclear weapons for psychological stability. The film also covers the fallout from mental health professionals speaking publicly about a public figure they have not clinically examined, including the American Psychiatric Association's pushback on the long-standing "Goldwater rule."
