Redistribution and Welfare, Taxation Overview
Jonathan Gruber, at MIT, lectures on redistribution policy as part of course 14.41, Public Finance and Public Policy. He works through the economic case for welfare programs and childcare subsidies, examining how governments decide who receives support and how much, and the tradeoffs involved in transferring resources from some citizens to others. The lecture then turns to a broad overview of taxation, setting up the frameworks students will use to evaluate specific tax policies later in the course. Gruber's approach stays close to standard public economics tools: efficiency and equity tradeoffs, the incentive effects of transfer programs, and the practical design questions that come up when translating theory into actual welfare policy. The session runs seventy six minutes and is part of MIT's OpenCourseWare series, recorded in a lecture hall with slides and direct instruction rather than discussion format.
